The University Grants Commission has recovered nearly Rs 30 crore from universities across the country, including around Rs 17 crore from Delhi University, for refund of fees for canceled or migrated admissions during the 2022-23 academic session, chairman M Jagadesh Kumar said.

As per reports, the UGC chief shared the statistics and said that the amount received is paid to 14,443 students. "A large number of students come from economically weaker backgrounds. They should have the freedom to take admission in a better university, but they may not have the economic means to do so unless they are reimbursed by the university they were previously admitted to,” Kumar said.

“We are getting a large number of complaints from students and based on that we are talking to the universities and arranging refunds. Of course, there are many universities which themselves refund the fees as per University Grants Commission (UGC) guidelines, but in the case of a few universities, we have to step in and that's why 832 students were refunded an amount of Rs 12.14 crore. who have been admitted in central, state, private or deemed universities,” he added.

The UGC had earlier directed that full fees, including all charges, should be refunded with zero cancellation or migration charges by October 31, 2022. After that date and up to December 31, 2022, institutions could deduct a maximum of Rs 1000 as fee for processing.

“The UGC has taken serious note of the complaints and court cases filed by students and parents regarding institutions violating these guidelines. The UGC has reiterated that the guidelines must be strictly followed and any institutions violating them will face punitive action,” Kumar said.

The UGC chief also noted that Delhi University (DU) has set an example for other universities to address such student complaints and refund the fee. “DU has successfully reimbursed 13,611 students amounting to Rs 16.95 crore. So UGC has recovered a total of Rs 29.10 crore from 14,443 students,” he said.

Among the complaints received by the University Grants Commission were 381 complaints against deemed universities, 243 state universities, 165 private universities and 26 central universities. "More than 300 fee refund complaints from students, including 177 against state universities, are still under review and negotiations with the concerned institutes," Kumar added.
